초록
합리성과 관련된 최근의 학문적 논의들은 합리성과 대칭되는 개념으로서의 비합리성과 이를 벗어나 탈합리성 영역까지 아우르고 있다. 행동경제학은 이러한 조류 속에서 인간의 의사결정에 관한 패러다임으로서 자리를 잡아가고 있다. 본 연구는 이러한 합리와 비합리, 탈합리에 대한 논의와 함께 의사결정 구조와 행동양식으로서의 합리성에 대한 변화와 전개과정을 고찰해보고, 많은 발전을 거듭해오고 있지만 행정학 분야에서는 관련 논의를 좀처럼 찾아보기 어려웠던 행동경제학의 이론들을 소개하고 정책적 응용 사례들을 살펴보았다. Tversky와 Kahneman의 기념비적 논문 ‘프로스펙트 이론: 리스크 하에서의 결정’이 발표되어 행동경제학이 구축된 지 이제 30년이 지났다. 행동경제학은 심리학에서 출발하여 경제학의 한 분야로 자리매김했지만, 의사결정에 관한 심도 깊은 논의가 이루어지고 있는 만큼 행정학에도 시사하는 바가 클 것으로 보인다. 이 연구는 시론적 연구에 불과하며 후속 연구를 통해 심층적인 분석과 논의가 계속되면 행정학에 있어 정책결정 분야에 유용하게 이용될 것으로 사료된다.
The academic discussion in recent years concerning rationality covers not only irrationality but also arationality. Behavior economics is forming a major paradigm with regard to human decision-making in this trend. Thus, the aim of this study is to introduce this hot trend to the field of public administration by exploring theories of behavior economics and policy implications. It has been thirty years since the monumental article of ``prospect theory: judgment under uncertainty`` was published in behavior economics and started to form one of major trends in the field of decision-making. Behavior economics which started in the field of psychology and now occupies one field of economics, seems to have many insightful and important implications for public administration, especially in the field of public policy-making. This study is an introductory study to aim to attract much interest from the field of public adminstration for further analysis and application.
